THE NEXT CITY COUNCIL MEETING WILL BE ON SEPTEMBER 5, 17 AT CITY HALL AT 6:30 PM AND THE NEXT ZONING/PLANNING BOARD MEETING WILL BE ON SEPTEMBER 14, 2017 AT CITY HALL AT 7:00 PM
Mayor Evans opened the Public
hearing on the garbage rate increase at 6:00 August 1, 2017 in City Hall. Council members present were: Gerald Sanderson, Angie Janacaro, Mike Millay,
Doris Mingay, Jex Hunsaker and Matt West.
Also present were DPW Rauser, Attorney Swanson and clerk Mell. Guests were Ed & Wanda Graham, Paul &
Jeanette Vogl, Deanna Schoessler, Alan Wright, Commissioner Delger, Nicole
Brown, Fire Chief Ed Shindoll, Commissioner Obert, Brian Obert, Marcia Bieber,
Angie Wintrow and Pete Anderson
The bid on the new truck is
$201,944.00 plus options of $6,297.50
for a total price of $208,241.50. The
city will keep the old truck for a back up most trucks last 7 years ours has
lasted 13 years but the inside has been fixed several times. Those present were concerned with the
cost. Gerald moved to raise the garbage
rate by $5.50 to pay for the truck and to be able to set aside money for the
next truck. Matt seconded the
motion. Motion passed with all voting in
Mayor Evans closed the hearing
and opened the Council meeting at 6:30 p.m.
Brian Obert from the Rotary spoke
to the Council about closing Broadway for the car show on 10-10-17 from 7:00
a.m. to 5:30 p.m. Mike moved to allow
the closing. Jex seconded the
motion. Motion passed unanimously.
Marcia Bieber of the Shepherd of
the Valley Lutheran Church asked the council to forego the charge for the pool for the annual swim and float , they
will pay the guards. Doris moved to
allow this. Gerald seconded the motion. Motion
passed with all voting in favor.
Peter Anderson City of Helena
Solid Waste Dept. spoke to the Council about using the City of Helena to haul
from the County transfer station it helps to keep the costs down with
additional tonnage. The City would still
haul to the local transfer station.
Doris moved to support the City of Helena in trying to get the bid for
the garbage. Gerald seconded the
motion. Motion passed with all voting
yes. DPW Rauser also wanted to thank Mr.
Anderson for all his help on the garbage truck bids.
DPW Rauser went over the garbage
truck bids, the low bids was from Rocky Mountain Truck Center with the packer
through Solid Waste System for a price of $208,241.50 with the bid
options. The warranty costs would be an
additional $2,550.00 for a total price of $210,791.50. Mike moved to accept this bid. Matt seconded the motion. Motion passed with all voting in favor.
Attorney Swanson told the council
he has been looking into the age of trailers allowed in the City. HUD standards state 7/1/76 as the date to
change this the council needs to determine what it wants to accomplish and find
experts on mobile and modular.
Attorney Swanson told the Council
he had gotten a contract from Kalispell with Verizon with engineering but has
not reviewed it as of yet. He has not
heard from Montana Internet attorney.
The council authorized the Mayor
to sign the airport contracts again since they were outdated at the last
Paul and Jeanette Vogl spoke to
the Council about 7th street not being a thru street. This causes problems with customers leaving
the Muffler shop and trying to get on the highway there is a lot of traffic and
it is dangerous. The alley has vehicles
parked because of the trailer court and
in congested. Nicole Brown the
county planner told the Council about squaring up the property and the City
swapping some land with the County. Fire
Chief Shindoll commented on the ambulance and fire trucks having to back into
this area. The Council needs a more
detailed map with description to look at.
The Election Administrator had
sent the Council a resolution to cancel the upcoming election as there are no
contests. This will be put on the next
agenda for discussion.
Matt moved to accept the minutes
as mailed. Jex seconded the motion. Motion passed and the minutes were accepted.
Commissioners Obert wanted to
congratulate the council on a job well done by the life guards at the pool.
Mike moved to pay the monthly
claims. Gerald seconded the motion. Motion passed.
